The M&V Resources collection focuses on measurement and verification of energy savings from SEM interventions within a facility. It includes SEM M&V guidelines and protocols, as well as deep dives into specific modeling and savings estimation issues from experienced SEM M&V practitioners. Most relevant to energy professionals, resources in the collection focus on engineering and statistical analysis at the level of rigor necessary to support quantifying and claiming savings in SEM programs.

Best Practices and Recommendations for Industrial SEM Programs

The purpose of this report produced by the Northeast Energy Efficiency Partnerships (NEEP) is to provide energy efficiency program planners, evaluators, and regulators with information on the issues related to evaluation of savings and cost-effectiveness.

Impacts of COVID-19 on Energy Savings

M&V efforts are facing significant challenges from the COVID-19 pandemic due to shifts in energy use at facilities which are impacting the accuracy of energy savings estimates. Projects using meter-based M&V methods are seeing direct impacts from changes in energy consumption which are skewing estimated savings.

IPMVP’s Snapshot on Advanced Measurement and Verif ication

This paper from the Efficiency Valuation Organization (EVO) represents a snapshot of advanced M&V technical state of the art and current industry activities and serves as the groundwork for EVO’s IPMVP Application Guide on advanced M&V strategies.

SEM Energy Modeling Method Selection Guide

The M&V Workgroup created this Selection Guide in June 2019 to discuss some of the modeling alternatives to traditional multivariate linear regression forecast models. A method selection decision tree provides guidance to determine the appropriate M&V method under common circumstances.

BPA Commercial and Industrial SEM Reference Guide

The new BPA Commercial and Industrial Strategic Energy Management Measurement and Verification (C&I SEM M&V) Reference Guide is now available to support SEM engagements with both Commercial or Industrial sector end-users.

Monitoring, Targeting and Reporting Reference Guide

This document outlines recommended methodologies to establish the baseline energy models at a whole-facility or subsystem level, and ultimately quantify energy savings associated with the implementation of multiple energy efficiency measures (EEMs) over a defined performance period.

North American SEM Collaborative: Negative Savings Focus Group

Historical data suggests that SEM participation nearly universally does not cause an increase in facility energy intensity. However, when non-routine events are not identified nor accurately captured, the energy model shows an increase in energy use.

Multicollinearity as a Common Statistical Issue in Industrial Data Sets

After reviewing SEM measurement and verification (M&V) protocols from different programs, the NW SEM Collaborative's Energy Tracking and Savings Protocols (ETSP) team identified multicollinearity as a common statistical issue in industrial data sets.

The Uniform Methods Project, Chapter 24: SEM Evaluation Protocol

This document was developed for the U.S. Department of Energy Uniform Methods Project. UMP protocols can be used by utilities, program administrators, public utility commissions, evaluators, and other stakeholders for both program planning and evaluation.

California SEM M and V Guide

Measurement and verification is a key piece of strategic energy management. California is leading many initiatives and producing key resources. The California SEM M&V Guide provides the methodology for calculating energy savings at a facility-level. This guide is a companion to the California SEM Program 3-Cycle Design Guide.
